บทคัดย่อ
บทความชิ้นนี้มีวัตถุประสงค์เพื่อตรวจสอบพัฒนาการของทฤษฎีรัฐที่นำการพัฒนา (Developmental State) ซึ่งเป็นหัวข้อหนึ่งในทางรัฐศาสตร์ว่าด้วยรัฐและการพัฒนาเศรษฐกิจ โดยตัวทฤษฎีมีการปรับตัวรับความท้าทายใหม่ ๆ ในบริบทที่แตกต่างกันตามกาลเวลาแบ่งออกเป็น (1) ทฤษฎีรัฐที่นำการพัฒนาในช่วงแรกเริ่ม (2) การปรับตัวของทฤษฎีรัฐที่นำการพัฒนาในยุคหลัง และ (3) รัฐและความท้าทายใหม่ด้านปัญหาสิ่งแวดล้อมและเศรษฐกิจหมุนเวียน จากกรณีศึกษาในเยอรมนี ฟินแลนด์ และลักเซมเบิร์ก โดยจากการทบทวนวรรณกรรมพบว่ารัฐที่นำการพัฒนามีพลวัตการปรับตัวเองให้สอดคล้องกับบริบทของโลกที่เปลี่ยนแปลงไปเสมอ ทำให้รัฐยังคงยืนเด่นในฐานะแรงขับเคลื่อนทางเศรษฐกิจ หากมีการศึกษาการพัฒนาเศรษฐกิจหมุนเวียนภายใต้กรอบทฤษฎีรัฐที่นำการพัฒนามากขึ้น ย่อมเพิ่มพูนองค์ความรู้ทั้งในสาขาวิชารัฐศาสตร์ สังคมศาสตร์ และสิ่งแวดล้อมอย่างบูรณาการและน่าสนใจ
